DAVID SMALLACOMBE

David holds a CQSW, Diploma in Applied Social Studies and a post graduate Diploma in Systemic Management and is an experienced communications consultant, facilitator, process and structure manager and coach in the business setting as well as in the local authority and not for profit social care field. He has consulted to London Boroughs and County Councils (including housing, social services, legal and planning departments), Health Trusts, PCG’s, PCT’s and Primary Care Practices. Other consultancy work has included input to the film industry, a computer technology firm, property estate management, the finance industry, private law practices, charitable organisations, voluntary organisations and a religious order.

He was employed as an Assistant Director in a London Social Services Department for a number of years where he managed all the adult services. He took lead responsibility for joint health and social care planning and integrated working practices in the context of the introduction of the governments 1990 NHS and Community Care Act. Prior to this he had been a manager and practitioner in the social services arena for over fifteen years.
David has also worked in the private sector as the Managing Director for a training and consultancy firm; he currently operates as a freelance consultant and in 1996 launched Phoenix Consulting (now Phoenix Re-Solutions Ltd), his own management, training, mentoring and mediation consultancy company. More recently he has applied his consultancy skills to the social and health care arena where his experience in the early (1990) Community Care changes seem once again very relevant to the current push towards integrated Local Authority and Primary Care Trust health and social care services.

Over time he has helped a number of organisations develop their business plans and reengineer structures and systems by applying action-oriented consultancy so that they can shape their own future success. As well as having been a manager of local authority services and in the private sector for over 15 years he has also operated in Interim Management social services roles at all levels. His skills and abilities therefore represent a rare blend of direct experience, theoretical understanding and consultancy expertise in the field of business, health and social care management practice.
